Tangipahoa Parish Government Request For Qualification Statements - HMGP FEMA Program

TANGIPAHOA PARISH GOVERNMENT Request for Qualification Statements-HMGP FEMA Program For Stormwater H&H Study and Environmental Review Services

The Tangipahoa Parish Government is interested in procuring the services of an engineering firm to assist the Parish with the preparation of a full H&H and loss avoidance study for a proposed retention pond site north of the Chappapeela River and Chappapeela Road, and with a NEPA standard environmental review of the same proposed site. The Parish will be coordinating this pre-construction study with the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) office and the Watershed Initiative with the use of both local and FEMA grant funds. Especially important is the engineer’s or subconsultant’s experience with H&H studies for drainage projects and environmental reviews in a manner acceptable to GOHSEP and FEMA.

The procedures for the selection of this firm will be in accordance with the procurement requirements of the federal Hazard Mitigation Grant Program (HMGP), federal 2CFR200 standards, and Tangipahoa Parish’s criteria. All responses received will be evaluated in accordance with the selection criteria identified in the supplemental request for qualifications information available from the Parish. That information also identifies the scope of services to be performed and the project site or sites selected by the Parish for study.

The Parish will award a selection to the respondent obtaining the highest points and clear work references from similar past jobs, as based upon a selection committee review of the submitted, written RFQs and work references.
